Municipal Enforcement Officer – Competition # TOG2017-017
The Town of Gander is currently accepting applications for a full-time Municipal Enforcement Officer within the Fire & Emergency Services department. The Municipal Enforcement Officer works closely with management & the RCMP to ensure that all traffic regulations are adhered to & to ensure the safety of the citizens within of the Town of Gander. The position is responsible for the primary enforcement of all municipal by-laws & regulations.
MAJOR DUTIES & RESPONSIBILITIES:
Familiar with all Municipal Regulations & By-Laws, their content & intent; Patrol all areas of the Town enforcing Municipal Regulations & By-Laws; Investigate violations of Municipal Regulations & By-Laws covered under Sections 187, 188 & 189 of the Highway Traffic Act; Receiving & dealing with inquiries &/or complaints from the public in connection with local regulations & their application, with full documentation of pertinent information in the event that Court action may be necessary; Enforcing the town regulations covering Animal Control; Issuance of citations as necessary & required, with full documentation of pertinent information in the event Court action may be necessary to enforce or collect; Issuance of Summons, charges, & giving evidence as may be necessary & required in connection with violations of the aforementioned regulations & by-laws; Responds to all fire calls, & will take such action as to maintain crowd control, traffic control, & the setting upon of perimeters in co-operation with the RCMP; Assist with snow clearing operations through the enforcement of Town of Gander regulations governing parking & traffic; Administer the Town of Gander taxi regulations through licensing, inspections, & ensure adherence to other provisions outlined; Presentations to local schools, Service Clubs etc. concerning various safety practices & procedures; Provide security for various town sponsored functions as required, as well perform nightly patrols of Town buildings ensuring windows & doors have been closed & alarm systems have been activated correctly; Attend court when required; Co-ordinate effective traffic control in school zones through the Gander Academy Crosswalk program. This is accomplished by providing technical assistance to staff to ensure they comprehend their roles & responsibilities; Accompany the Mayor at official functions; Attend & provide technical support to the Public Works & Services Committee of Council
EDUCATION & TRAINING REQUIRED:
The candidate must be a graduate of a recognized post-secondary institution in the fields of Policing or Criminology. A knowledge & understanding of Municipal by-laws & regulations would be an asset, in addition to having knowledge of Provincial Laws & Court Proceedings. Having a valid driver’s license, first aid certificate, Radar, OC Spray/ Baton & Use of Force Control Tactics certificate is also a requirement. The candidate must have a general knowledge of safe driving & operating practices & procedures of all mechanized vehicles. The candidate should be proficient in the use of computers, specifically the Microsoft Office Suite of products. Given the nature of this position the Candidate must have excellent communication, problem solving and interpersonal skills as well be in good physical condition. The successful applicant will be required to provide a certificate of conduct, a medical clearance certificate and certificate of education prior to employment.
SALARY: $26.73-$31.14 / hour, 35 hours per week with a competitive benefit package
