AMENDMENTS REGISTERED

Take notice that the Town of Gander Municipal Plan Amendment No. 12, 2006, and Development Regulations Amendment No. 15, 2006, adopted on the 26th day of April, 2006, and approved on the 7th day of July, 2006, has been registered by the Minister of Municipal and Provincial Affairs.

In general terms, the purpose of Municipal Plan Amendment No. 12, 2006, is to re-designate two parcels of land, approximately 20 and 18 hectares in size, between Cooper Boulevard and Garrett Drive in the Gander Business Park, from Commercial Light Industrial (CLI) and Industrial General (IG) to Commercial (C).

The purpose of Development Regulations Amendment No. 15, 2006, is to re-zone the same parcels of land from from Commercial Light Industrial (CLI) and Industrial General (IG) to Commercial General (CG).

The Gander Municipal Plan Amendment No. 12, 2006, and Development Regulations Amendment No. 15, 2006, come into effect on the day that this notice is published in the Newfoundland Gazette. Anyone who wishes to inspect a copy of these amendments may do so at the Gander Town Hall during normal working hours, 8:30 a.m. to 4:30 p.m.

ARROW AIR MEMORIAL SERVICE

Posted: December 05, 2006

A memorial service will be held at the Silent Witnesses site off the TCH beginning at 8:30 a.m. Tuesday, Dec. 12, to mark the 21st anniversary of the Arrow Air disaster, which claimed the lives of 248 soldiers of the U.S. Army's 101st Airborne Division and eight civilian flight crew. Please arrive early to allow for road conditions and parking.

PARADE & TREE LIGHTING

Posted: November 20, 2006

Gander’s annual Santa Claus Parade will be taking place on Saturday, Dec. 9, at 10 a.m. beginning at the Gander Academy parking lot. The parade is sponsored by the Lions Club, however, applications can be picked up at the administration office of the Gander Community Centre.

The Town Christmas Tree Lighting Ceremony will take place on Sunday, Dec. 10, at 5 p.m. in front of the Town Hall. Hot chocolate will be served and Santa Claus has confirmed he will be stopping by to join in the festivities.

OPEN HOUSE - 100 MAGEE GOLDEN YEARS ESTATE

Notice is hereby given that the Council of the Town of Gander is considering a proposal from The Golden Years Estate Ltd. to develop a Personal Care Facility at the above noted address. It is noted that the area in question is presently zoned Residential Medium Density and Rest/Retirement Homes are permitted as a Discretionary Use.

A public briefing session/open house will be held at the Town Hall on Tuesday, Nov. 14, 2006, at 4 p.m. to discuss the proposal. The developer will be making a presentation and members of Council and Town personnel will be present.

FALL CLEAN-UP

Posted: September 01, 2006

The Town of Gander Fall Clean-up will be held from Monday, Nov. 6, to Friday, Nov. 10, inclusive.

The Fall Clean-up System is as follows:

1. Please do not put out refuse before or after the designated dates for the Clean-up.

2. Clean-up refuse will be picked up the day of your scheduled household garbage collection.

3. Please do not mix household refuse with clean-up.

4. To have car wrecks removed, please call the Public Works Department at 651-5938.

5. Under this system, each street will be completed once during the Fall Clean-up period.

6. All loose material (pieces of lumber, glass, gyproc, etc.) must be in appropriate containers and branches and tree limbs must be tied in bundles (maximum of 6 foot lengths) for disposal.

7. Rocks, gravel or concrete will not be removed.

8. Used tires will not be collected but may be dropped off by the homeowner at the recycling trailer at the rear of Professional Tire on McCurdy Drive or other commercial service stations.

Notice is hereby given that the Town Council of Gander has received an application from The Golden Years Estate Ltd. to construct a building on the property situated on the corner of Magee Road and Airport Boulevard, more specifically at the above noted address, for the purpose of operating a rest/retirement home.

It is noted that this type of occupancy is permitted as a discretionary use in a Residential Medium zone under the Town of Gander Development Regulations.

The Town of Gander will be holding a Household Hazardous Waste Day at the Elizabeth Drive Shopping Centre on Sunday, October 29, 2006. This service is free to all residents of Gander for household products. Get the hazardous waste out of your house and help the environment as all products will be recycled.

DOWNTOWN CONCEPT

The Economic Development Department is pleased to announce that Tract Consulting Limited has completed the design work for the redevelopment of the downtown area. The Downtown Redevelopment Concept will be available for public viewing at the Town Hall on Monday, Sept. 18, from 3-4:30 p.m. Council urges its citizens to drop in and provide their comments on the redevelopment and beautification of our downtown.

ECUMENICAL CHURCH SERVICE

All residents of Gander and the surrounding area are invited to attend the Ecumenical Church Service on Wednesday, September 13th, 2006, 7:00 p.m. at the St. Martin's Anglican Cathedral. This service is being held to remember and pay tribute to those lives that were lost during the terrorists attacks in the United States on September 11th, 2001. Attending this church service will be the U.S. Ambassador, Mr. David Wilkins and his wife, Mrs. Susan Wilkins and the U.S. Consul General to Atlantic Canada, Mr. Harold Foster.

VARIANCE - 10 BACHMAN

Notice is hereby given that the Town Council of Gander has received an application from Mr. Edgar Courtney, of the above noted address, to construct a garage which will exceed the height of his existing dwelling at the above noted address. The house has a height of 4.88 metres and the request is to construct a garage with a total height of 5.37 metres.

The Town Council of Gander has adopted the Gander Municipal Plan Amendment No. 14, 2006, and Development Regulations Amendment No. 17, 2006, which proposes to re-zone a block of land, adjacent to Mifflin Place, from Residential Medium Density (RMD) and Open Space Recreation (OSR) to Residential High Density - 2 (RHD-2). A Public Hearing to consider objections and representations on the Municipal Plan and Development Regulations amendment is scheduled for Thursday, the 10th day of August, 2006, at 7:30 p.m. in the Council Chambers at the Gander Town Hall, Gander, NL.

Anyone wishing to make an objection or representation at the Public Hearing shall, before 12:00 noon on Tuesday, the 8th day of August, 2006, deposit with the Town Clerk of Gander, two copies of a signed written statement outlining the objection or representation. PROPOSED REZONING

Pursuant to Section 14 of the Urban & Rural Planning Act, notice is hereby given that the Council of the Town of Gander is considering two Municipal Plan and Development Regulation Amendments, one for an area to the rear of 370 Gander Bay Road and the other for a section of land adjacent to Mifflin Place.

It is noted that the first area in question, to the rear of 370 Gander Bay Road and approximately 0.40 hectares, is currently zoned Rural (R). It is Council’s intention to re-zone this area to Rural Residential.

The second area in question, adjacent to Mifflin Place and approximately 4.80 hectares, is currently zoned a combination of Residential Medium Density (RMD) and Open Space Recreation (OSR). It is Council’s intention to re-zone this area to Residential High Density-2 (RHD-2).

An open house will be held in the Council Chambers at the Town Hall from 2 p.m. to 4 p.m. on Wednesday, June 21, 2006. Further information may be obtained by contacting the Engineering Department at the Town Hall at 651-5915.

POLICY CHANGE - SIGN REGULATIONS

The Town of Gander wishes to advise residents that there is a new policy change proposed for Sign Regulations. These changes will be reviewed at the next Council meeting on June 7 and are as follows:

• Portable signs would be permitted for two 2 -month periods on private property and two 1-month periods on Town property. This is an increase in allowable use of 100%.

• Notice board signs no larger than 0.75 square metres will be permitted with a one-time permit and these signs must be removed nightly.

• The 1 kilometre restriction on off-site signs be removed.

POLICY CHANGE - WATER & SEWER CALL-OUTS

The Town of Gander wishes to advise residents that there is a new policy change proposed for Water and Sewer Call-outs or service calls to residences. These changes will be reviewed at the next Council meeting on June 7 and are as follows:

• It is now proposed that the policy be split into two categories, one for water and one for sewer. The water policy will not have any significant changes other than the definition of the Town boundary.

• The Sewer Policy will place the responsibility on the property owner to clear all blockages in the service lines from the residence or building to the sewer main. Breaks in the sewer line will be the responsibility of the Town, if on Town property, and the owner, if on the owner’s property.

STREET & SIDEWALK CLEANING

Residents and business owners are advised that the Town of Gander is in the process of street cleaning with sidewalks having been completed already. Residents are asked not to sweep or place debris on the sidewalks while raking lawns or cleaning driveways.

WETLAND STEWARDSHIP AMENDMENT

Notice is hereby given that the Council of the Town of Gander is considering an amendment to the current Wetland Stewardship Agreement, dated June 22, 1993. It is noted that the following two municipal areas will be addressed and are considered for addition to the Stewardship Agreement:

• Whitman’s Pond
• Peyton’s Pond

VARIANCE NOTICE - 4, 6 & 8 CAYLEY

Notice is hereby given that the Town Council of Gander has received an application from Cecon Ltd. to convert 4 semi-detached lots into 3 single dwelling lots, at the above noted addresses. It is noted that this area is zoned Residential Medium Density and requires a minimum frontage of 16 metres. Two of the proposed lots have frontage less than this requirement (15.861 & 15.240 metres).

HOUSEHOLD HAZARDOUS WASTE DAY

The Town of Gander will be holding a Household Hazardous Waste Day at the Elizabeth Drive Shopping Centre on Sunday, May 28, 2006. This service is free to all residents of Gander for household products. Get the hazardous waste out of your house and help the environment as all products will be recycled.

What to Bring:
• Motor oils
• Solvents
• Propane tanks
• Glues
• Brake & clutch fluids
• Wood preservatives and stains
• Cleaning fluids
• Disinfectants
• Paints: oils & latex (do not mix)
• Drain and oven cleaners
• Batteries, battery acids
• Gas
• BBQ starter
• Lighter fluid
• Paint stripper, turpentine
• Aerosol containers
• Fire extinguishers
• Pesticides, insecticides, herbicides, fungicides, flea powders.

What Not to Bring:
• Explosives
• Ammunition
• Fireworks
• PCBs
• Biomedical waste
• Industrial, commercial and institutional waste
• Used tires

How to Bring It: Seal containers securely. Wear gloves. Bring the materials in the trunk of your car. Make sure your vehicle is well ventilated.

NOTICE TO CONSTRUCTION / CONTRACTING COMPANIES

The Town of Gander wishes to advise construction / contracting companies that Council has passed a resolution which requires suppliers bidding on any tenders/quotations issued by the Town for construction/contracting related work of any kind to have a Certificate of Recognition (COR) from the Newfoundland & Labrador Construction Safety Association. This policy will come into effect on July 1st. 2004.
