Committees of Council

The Town Council of Gander operates under a committee structure where the Deputy Mayor and each member of Council chair a separate Standing Committee of Council. Each member of Council chairs one committee and serves on two additional committees. Each committee is comprised of three Councillors and a Resource Person.

In addition to the Standing Committees, Council may strike ad hoc committees to address specific issues. Ad hoc committees may be mandated to complete their work within a specific time frame, or to remain active for as long as a given issue is deemed to require Council's attention. The Mayor is an ex-officio member of all committees and the Chief Administrative Officer may attend each committee meeting at his discretion.

Under the committee system, the day-to-day business of Council is dealt with in detail first by the committee governing the relevant municipal department. The Committee then presents its findings and recommendations to Council at its next scheduled Regular, Privileged or Special Meeting, as may be appropriate. Council and Committee meetings are convened and governed by specific procedural rules, as required under Section 24 of the Municipalities Act.

Every 4th Thursday commencing January 12, 2024 @ 1 p.m.
Every 4th Tuesday commencing January 23, 2024 @ 3 p.m.

Every 4th Wednesday commencing January 17, 2024 @ 4:00 p.m.
Regular Meetings of Council are open to the public and are broadcast live by Rogers Television on its community channel and website. Meetings are broadcast beginning at 4:00 pm and repeated the following Sunday beginning at 5:30 pm

During the committee meetings, issues relevant to that committee's mandate are discussed and the Chair then reports on the meeting at the Regular Meeting of Council. Committee meetings are held during the weeks preceding each Regular Meeting of Council.

Community Services Committee

The Community Services Committee is one of seven standing committees of Council with the mandate to consider matters of but not limited to: 

  • Community recreation
  • Community events 
  • Active and healthy living programming
  • Sport and special event promotion and hosting
  • Senior and youth issues
  • Community grants management and oversight
  • Open/green space maintenance
  • Tourism 
  • Recreation infrastructure planning and maintenance  
  • Other related matters referred to the Committee by Council 

Governance & Legislative Services Committee
Every 4th Wednesday commencing January 10, 2024 at 2 p.m.

The Governance and Legislative Services Committee is one of seven standing committees of Council with the mandate to consider matters of but not limited to:

  • Political matters and lobbying

Public Safety & Protective Services Committee
Every 4th Thursday commencing January 4, 2024 at 11 a.m.

  • Hazard identification and mitigation

Planning & Public Works Committee
Every 4th Tuesday commencing January 9, 2024 at 11 a.m.

The Planning and Public Works Committee is one of seven standing committees of Council with the mandate to consider matters of but not limited to:

  • Administration of land use by-law and zoning changes and future land development.
  • Building and construction inspection services
  • Capital infrastructure planning and design services
  • Capital Project Management
  • Sustainability
  • Land management
  • Environmental sustainability
  • Occupational health and safety measures
  • Roadway infrastructure maintenance 
  • Water treatment supply and management
  • Open/Green space maintenance
  • Wastewater/storm water management
  • Civic enhancement planning
  • Refuse disposal programs
  • Building maintenance; and 
  • Other related matters referred to the Committee by Council

Corporate Services Committee

The Corporate Services Committee is one of seven standing committees of Council with the mandate to consider matters of but not limited to: 

  • Financial administrative matters 
  • Financial management and audit services
  • Information Systems Management services
  • Human resources
  • Purchasing and tendering services
  • Assessment and taxation services; and 
  • Other related matters referred to the Committee by Council

Economic Development Committee
Every 4th Wednesday commencing January 3, 2024 at 11 a.m.

The Economic Development Committee is one of seven standing committees of Council with the mandate to consider matters of but not limited to: 

  • Fostering of a socio-economic climate
  • Encourages growth and diversification of the local economy
  • Integrated approach that includes:
    • Strategic investments in infrastructure
    • Targeted creative marketing
    • Investment incentives
    • Regulatory adjustments
